If Google Voice typing is enabled in Gboard or another keyboard you use on your phone, then turning it off in the Language & Input settings may not work. You will have to turn it off in the Gboard (or another keyboard app) keyboard settings.
Afterward, check if Google voice typing is indeed turned off. If Google Assistant starts loading when you try to use Voice typing, make sure to disable Enhanced Voice Typing in the Gboard Settings. If you have an HTC phone, you need to disable HTC Sense Input.
